When regional assumptions change, does the same initiative continue to hold the same meaning?

We considered whether initiatives that had not succeeded in
the past should be approached under the same assumptions

In one region, there had been a past initiative on the same theme, but under the conditions at the time, continuation had been difficult.
Later, as the context surrounding the region changed significantly, a question arose as to whether the same theme should continue to be viewed under the same assumptions.

In this initiative, rather than focusing on the feasibility of cultivation or execution, we placed judgment on the axis of
which context it should be discussed within, and organized its positioning as a business.
